Project Description

This project addresses the overall administration of the University’s research portfolio. Minimizing the administrative burdens of managing faculty research will increase productivity and the value of the University’s portfolio. As we have grown in complexity as a multi-campus research institution, our technology environment is not adequately fulfilling the needs of our faculty, administrators, and support personnel. Regulatory requirements, financial pressures, and operating constraints have increased the administrative burden for faculty and staff, and the supporting infrastructure has not adequately kept pace.

Preliminary Understanding of Business Need

The University of Illinois is currently providing research administration services on a campus-by-campus basis with the software applications available (myProposals, RiSC, IBC Project Registration, IACUC Registration) and supplemental manual processing. The current business software environment is not adequately fulfilling the administration, compliance, and regulatory needs requiring significant manual components as well as manual adjustment of software processes.

Project Deliverables and Objectives

This is a multi-year project with four major research support areas – START myDisclosures, myResearchPortal, Proposal Submission and Award Negotiation, Institutional Review Board (IRB), and Institutional Animal Care and Review Committee (IACUC). Under each project module, the prioritized list of capabilities are listed. It is highly likely each modules will have multiple, phased releases based on project team capacity and desired release dates for each modules.

1. myResearchPortal

  • Viewing of Proposals and Awards
  • Online access to financial demographics, which includes high-level summary with estimated available balance in addition to detailed account transactions.
  • Viewing of Conflict of Interest Disclosures
  • Viewing of Subawards and Subcontracts that were issued by UI
  • Viewing of Protocols such as IRB (Human Subjects), IACUC (Animal Subjects), IBC (Biosafety), Chemical, Radiation Permits, etc
  • View compliance training
  • View Intellectual Property Disclosure and Patent Profile
  • View Non-Financial Agreements


2. myDisclosures Application

  • Annual Report of Non-University Activities (RNUA) electronic submittals, routing and review
  • Transactional COI electronic submittals, routing and review
  • Public Health Service (PHS) electronic submittals, routing and review
  • Ability to create, review and track Management Plans

3. myProposals

  • Electronic submission, viewing, tracking and negotiations, reporting and closing out of Proposals and Awards
  • System-to-System electronic submission to

4. Institutional Review Board (IRB)

  • Electronic submission, routing and review of IRB Protocols.

5. Institutional Animal Care & Use Committee (IACUC)

  • Electronic submission, routing and review of IACUC Protocols.
  • Electronic tools to more efficiently manage our human and animal protocols.
